Sygeco Ltd is looking for a City Association Manager to lead the day-to-day management of the Moka and Savannah Smart Cities.

 

In this role, the latter will make sure common spaces and services run smoothly, oversee maintenance, ensure projects meet architectural standards, and build strong relationships with residents, partners, and stakeholders to support sustainable urban living.

 

Key Responsibilities:

  • Governance & Administration: Oversee landowner associations in Moka and Savannah by organising assemblies and board meetings, ensuring compliance with legal frameworks, and managing budgets, contributions, and financial transparency.
  • Operations & Maintenance: Ensure the smooth running of common spaces and infrastructure through regular maintenance, cleanliness, landscaping, and management of service providers. Act as the main contact point for residents and resolve issues promptly.
  • Safety & Security: Implement and supervise security measures including surveillance, access control, and emergency protocols to guarantee safe and secure public spaces.
  • Architectural Compliance: Coordinate with the in-house architect on plan approvals, ensure projects respect Smart City guidelines, and monitor compliance on-site.
  • Stakeholder Engagement: Build strong relationships with residents, partners, authorities, and property managers, while collaborating closely with internal teams to support the sustainable development of Moka and Savannah Smart Cities.
  • Infrastructure Maintenance: Ensure regular upkeep of public spaces and urban equipment, with preventive maintenance to reduce breakdowns.
  • Cleanliness & Landscaping: Oversee cleanliness of common areas and manage landscaping to maintain an attractive environment.
  • Service Contracts: Manage contracts with maintenance providers, ensuring compliance and timely renewals.
  • Resident Support: Act as the main point of contact for residents, handling requests and issues efficiently.
  • Public Safety: Lead security operations by managing providers, implementing surveillance and access systems, and ensuring effective emergency protocols.
  • Regulations: Maintain strong knowledge of Smart City architectural guidelines and standards.
  • Plan Approvals: Coordinate with the in-house architect to review and approve building or development plans, ensuring compliance with city requirements.
  • Stakeholder Interface: Act as liaison between developers, authorities, and internal teams to streamline approvals and resolve issues.
  • Site Compliance: Monitor projects on-site to ensure approved plans are respected, advising owners and developers on necessary adjustments.
  • Cross-Team Collaboration: Work closely with urban planners, engineers, and technical teams on infrastructure and urban services.
  • Local Authorities: Coordinate with councils, police, and regulators to ensure legal and environmental compliance.
  • Property Managers: Build partnerships with external syndics and property managers to align services and standards.
  • Legal & Notarial Support: Liaise with notaries and legal advisors to manage conventions, regulations, and financial contributions.
Qualifications, Skills and Experiences:
  • Degree in management, real estate, urban planning, or similar (solid field experience may compensate for a lower qualification).
  • 3+ years in property management, co-ownership management, or syndic operations; experience supervising teams or service providers is a plus. Motivated candidates with less experience may also be considered.
  • Strong knowledge of co-ownership/landowner associations, legal frameworks, and basic property management accounting (budgets, charges, cash flow).
  • Ability to manage multi-stakeholder projects.
  • Excellent communication, negotiation, and conflict-resolution abilities. Strong team spirit with the ability to bring stakeholders together.
  • Fluent in French and English, both spoken and written, with strong reporting and presentation skills.
  • Proficient in Microsoft Office and digital communication tools; experience with property management software is an advantage.
  • Organised, proactive, detail-oriented, and able to remain calm under pressure. Passion for sustainable urban development and Smart City concepts is a plus.
