Working as part of the US Department of State, Overseas Buildings Operations (OBO) team, the Project Controls Engineer will monitor and evaluate the construction of the New US Embassy at Bagatelle. Primary responsibilities include contract administration, quality control processes, and reporting.

 

This position is open for a range of experience levels. Any candidates which meet the minimum qualifications will be considered.

This is a temporary position, 2 contract years with extension possible to project completion date.

Major Duties and Responsibilities

1. Construction Reports and Documentation (40%)

  • Review and analyze material samples, catalogs and brochures, shop drawings, installation manuals, and other technical documents submitted by the construction contractor for conformity with construction contracts requirements.
  • Prepare written reports of the analysis, incorporating the comments, and provide recommendations and alternatives for appropriate action to the OBO Project Director/Construction Manager in a timely manner.
  • Prepare daily, weekly, monthly, and other reports of the progress of construction including digital photographic records as required by the OBO Project Director/Construction Manager.
  • Prepare correspondence and other reports as required by the OBO Project Director/Construction Manager.

 2. Quality Assurance (40%)

Serve as Government Technical Monitor (GTM) for mechanical, electrical, civil, architectural construction projects to monitor and evaluate the construction work through field observations and inspections and the review of quality control reports to ensure contract compliance and proper standards of quality are achieved.

  • Provide oversight and technical support for the team. Serve as the first point of contact to resolve engineering problems, conflicts, and questions.
  • Update and monitor contractor construction schedule, review, and proposal for change in construction or methods for time implications. Submit recommendations to OBO Project Director/Construction Manager including recommending the amount of time extensions that are justified by the change.
  • Perform complex site inspections to verify design and check the surrounding area for impacts. Inspects completed developments ensuring the accuracy of the construction and verifying as-built drawings.
  • Assess the construction contractor’s ability to achieve the required standards of construction and advise the OBO Project Director of potential deficiencies and possible remedies.
  • Ensure that materials are being stored and handled in accordance with contract documents and are in acceptable condition at the time of installation. Evaluate the contractor’s construction accident prevention program to facilitate an accident-free project.

 3. Technical Support & Liaison (20%)

  • Perform any other engineering support duties related to OBO field operations as may be requested by the OBO Project Director/Construction Manager. Liaise with Post, coordinate authorized Title II mechanical, electrical, or civil engineering or architecture services as required.
  • Participate in on site and other meetings and participate in discussions with local/municipal authorities, as appropriate on matters pertaining to construction site activities when requested by the OBO Project Director/Construction Manager.
  • Prepare or assist with independent government cost estimates for construction change orders or to support U. S. installed equipment. Review and analyze for contractor’s change order proposals for cost and compliance with the change. Prepare cost of alternatives to design and specifications when requested by the OBO Project Director/Construction Manager.

4. Knowledge

a. Pre-hire:

  • Knowledge of mechanical, electrical, civil engineering, or architecture principles and practices

b. Pre-hire Skills and Abilities

  • Good organizational and computer skills (Microsoft Office Suite) are required.
  • Ability to review technical documents.
  • Ability to interpret and carry out instructions received.
  • Excellent written and verbal communication skills are necessary.

5. Education

University Degree in Architectural, Mechanical, Electrical, Civil, or Construction Management Engineering from an accredited institution is required. 

6. Pay range
816,000-1,200,000  per year depending on level of experience above minimun qualifications.
