IT Administrator - Terms of Reference

 

Background

The African Training Institute (ATI), located in Mauritius, is part of the International Monetary Fund’s (IMF) global network of Regional Training Centers. ATI delivers high-quality training and capacity development programs to government officials across sub-Saharan Africa in areas such as macroeconomic management, public finance, and financial sector policies.

 

To support its in-person, virtual, and hybrid training programs and workshops, ATI relies on robust, secure, and well-managed IT and audio-visual (AV) environments. The IT Administrator plays a critical role in ensuring the seamless delivery of these services in close coordination with IMF Headquarters (HQ) and local stakeholders.

 

Role

The IT Administrator will provide hands-on technical support for the day-to-day IT operations of the African Training Institute (ATI) and AFRITAC South (AFS) in Mauritius. The role is operational in nature and requires close coordination with local IT support personnel and IMF Headquarters-based teams to ensure the reliable, secure, and efficient delivery of IT services.

The incumbent will play a critical role in supporting in-person, virtual, and hybrid training events and workshops conducted throughout the year. Responsibilities include the setup, operation, and monitoring of training workstations, audio-visual systems, and network connectivity to ensure seamless execution of all sessions with minimal disruption.

The position requires a proactive, service-oriented approach, with the ability to respond effectively to technical issues and maintain a high standard of user support.

 

Main Duties and Responsibilities

  1. 1.      End-User Support & Operations
  • Provide responsive technical support to participants, lecturers, and staff during training sessions and day-to-day operations.
  • Troubleshoot hardware, software, network, and connectivity issues to minimize downtime.
  • Ensure high availability and performance of end-user systems and IT services.
  1. 2.      Training & Workshop Support (Core Function)
  • Set up, configure, and maintain training computers and lab environments for courses.
  • Provide in-room technical support during lectures and workshops, ensuring smooth delivery.
  • Monitor and support audio-visual (AV) systems, including microphones, displays, cameras, and interpretation systems.
  • Support hybrid and virtual training sessions (e.g., Zoom), including participant connectivity, audio/video quality, and session management.
  • Coordinate with instructors and facilitators to ensure all technical requirements are met before and during sessions.
  1. 3.      AV & Collaboration Technologies
  • Maintain and support AV and video conferencing systems (e.g., Cisco, Televic, Poly, Zoom, Teams, etc.)
  • Ensure meeting rooms and lecture halls are fully operational and tested prior to use.
  • Coordinate and support interpretation systems and multilingual training setups where applicable.
  1. 4.      Infrastructure & Systems Support
  • Assist with the deployment, configuration, and maintenance of AV/IT training infrastructure, including networks, endpoints, and peripherals.
  • Apply system updates, patches, and configurations and change management practices as requested to keep systems up to date.
  • Proactively monitor systems and devices to identify and resolve issues before they impact operations.
  1. 5.      Coordination with HQ & Vendors
  • Work closely with IMF HQ teams on system implementations, troubleshooting, and escalations.
  • Coordinate with external vendors and service providers for maintenance and support activities.
  • Support implementation of global IT standards, tools, and security policies.
  1. 6.      Asset, Security & Compliance
  • Maintain IT asset inventory and ensure proper lifecycle management of equipment.
  • Ensure compliance with IT security policies and standards.
  • Support audits by maintaining accurate documentation and system records.
  1. 7.      Documentation & Reporting
  • Maintain up-to-date technical documentation, procedures, and user guides.
  • Generate basic system and usage reports as required.
  1. 8.      Website & Digital Support (Optional/Secondary)
  • Support updates and maintenance of ATI website content, ensuring accuracy and relevance.
  • Coordinate with stakeholders to collect and publish content as needed (knowledge of Adobe Experience Manager is an advantage).
  1. 9.      Team Support
  • Collaborate with and support other IT staff in delivering services.
  • Provide guidance and knowledge sharing to junior staff where applicable.
  1. 10.   Other Duties
  • Perform other related duties assigned by ATI/AFS management.

 

Qualifications and Experience

  • Bachelor’s degree in computer science, Information Systems, or a related field, or equivalent practical experience.
  • In lieu of a bachelor’s degree, a high school diploma supplemented by a minimum of 5 years of progressively responsible experience in relevant IT roles, along with industry-recognized certifications in Microsoft technologies and networking (e.g., CCNA), and demonstrated experience managing similar environments, will be considered an acceptable equivalent.
  • Relevant certifications such as CCNA, Microsoft (Windows/Endpoint), or experience with cisco/Poly/HP network, video endpoints, general AV systems, etc.  are an advantage.
  • Proven experience supporting:
  • Familiarity with network basics, system administration, and endpoint management.
    • End-user computing environments
    • Audio-visual and video conferencing systems
    • Hybrid/virtual collaboration platforms (e.g., Zoom, Teams)

Language Requirements

  • Fluency in English and French.

 

Additional Information

  • The role requires close interaction with international participants, including government officials from sub-Saharan Africa and other IMF regional training centers.
  • The successful candidate should be comfortable working both independently and as part of a globally coordinated IT support team.
