The Assistant Quantity Surveyor will assist the Construction Surveyor (CS) for the safeguard of the Financial & Contractual rights of the Company.

 

Duties and Responsibilities

Financial & Cost Control

To ensure taking off quantity from drawings based on prevailing method of measurement where applicable (SMM7, POMI 1979, NRM 2 RICS etc.) is carried out

To prepare timeous application for payment including  Advance Payment

To ensure all works done (including Variation works, Material on/off site, Contractual claims such as Loss & Expense Claim etc.., escalation etc. ) are measured properly and timeously for application purposes

To ensure Valuations and Certificates reflect value of work due and issued by Consultants timeously

To prepare cash flow and month by month revenue forecasts

To ensure that invoices from Nominated Subcontractors & Suppliers are submitted in good faith for certificate application, where applicable

To set up and maintain labour reconciliations (cost v/s allowables) and report on a fortnightly/Monthly basis

To set up and maintain material & plant reconciliations (cost vs allowable) and report on a fortnightly/monthly basis

To set up and maintain subcontractor reconciliations (cost vs allowable) and report on a fortnightly/monthly basis

To carry out inspection on site production methods and to compare with tendered methods and report (Monitor the efficiency of operations on site)

To be fully conversant with relevant Company licensed Estimating & Project Control softwares such as Candy

To ensure site staff fill in site production feedback reports  (Allocation sheet) accurately and submit them timeously, where applicable

To ensure that cost reports are prepared timeously and accurately.To prepare Insurance Claims

Contractual

To gain exposure to all contract documentation

To study & fully understand documentation

To be fully conversant with terms and conditions of different type of Contracts presently being used in the Local Construction Industry & Abroad.

To monitor and ensure timeous returns of bonds / bank guarantees (including subcontractors) by due dates after contract completion

To advise and assist the Contracts Manager with drafting & sending of Formal Contractual notifications.

To advise and assist the Contracts Manager with the compilation of all Contractual Claims. 

 To advise the Contracts Manager on Contractual Dispute

Procurement

To advise the Contracts Manager/Site Manager on Procurement Strategy

To prepare base rates for Cost Clerk to calculate escalation on bulk materials

To forward material allowables to the Cost Clerk/Head Office Buyer to facilitate buying

To carry out adjudication of subcontractor quotations in conjunction with Contracts Managers/Site Manager/Senior Construction Surveyor

To monitor and review quotations and costs and where necessary negotiate with subcontractors to secure best value and best quality

To draw up all subcontractor agreements and documentation in conjunction with Contracts Managers/Site Manager/Senior Construction Surveyor

To ensure that measurement and payment for subcontractors (Labour, Plant, Domestic and Nominated) are prepared

To ensure that all procurement is carried out timeously and in accordance with Contractual Specifications & Company’s Procedures

 To agree Final Account with all subcontractors & drafting the final account agreement

Commercial

To build up and maintain a good relationship with the Client, Consultant and PQS

To assist Management and Estimating team in post Tender negotiation

To identify, analyse and develop responses to commercial risks

To effectively listen to the needs of the Client while still steering them in a cost saving and value conscious direction

Preferred Qualifications

  1. 1.     BSc in Quantity Surveying or equivalent, as recognized by the RICS
  2. 2.     Registered Member with The Professional Quantity Surveyors Council in Mauritius
