Change Express Ltd is recruiting a Compliance officer and MLRO.

 

 

JOB DESCRIPTION

The Compliance Officer and MLRO is responsible for providing support to ensure strict adherence with all applicable AML/CFT laws and regulations. This high profile position will also need to ensure that appropriate policies, procedures, systems, controls, processes and training are in place to effectively manage the compliance risks in utmost independence.

 

JOB RESPONSIBILITIES

  • To familiarize with the operational, regulatory and compliance affairs whilst keeping abreast and records of the latest changes.
  • To oversee the ‘Non-Compliance Handling’ system for the detection, reporting and processes to respond to non-compliance.
  • To identify potential areas of compliance vulnerabilities and to develop corrective action plans to deter compliance risk;
  • To review the systems established for compliance with policies, procedures, laws and regulations and to make reporting;
  • To perform analytical and investigatory function to identify early stages of non-compliance issues and systemic weakness
  • To prepare Compliance Reports, on non-compliance issues for onward submission to Management and ARC.
  • To develop and conduct regular extensive training programs to keep staff apprised of updated policies and procedures.
  • To assist in devising and making recommendations on KYC/CDD procedures and policies in relation to AML/CFT laws.
  • To review the AML/CFT Enterprise-wide Risk Management framework and to report on any unaddressed risk areas.
  • To participate the regular compliance committee and other ad hoc workshops/ meeting organized by the BoM.
  • To attend monthly Management meeting and quarterly Audit and Risk Committee (ARC) Meeting.
  • To enroll for such AML/CFT external training to avail new development concepts required to support compliance function.
  • To regularly perform branch visits to uncover any non-compliance or suspicious behavior/ transactions,
  • To evaluate the AML/CFT framework of the Company to proactively discern any loopholes or AML/CFT risk areas
  • To be responsible to attend to request of information and queries from supervisory/ investigatory bodies;
  • To manage the internal database of high ML/TF risk sensitive persons for effective screening and due diligence exercise;
  • To perform monitoring function to identify suspicious dealings/ behavior, and potential drivers of suspicious/ split transactions.
  • To file STR with the Financial Intelligence Unit (FIU), giving reasons for the suspicion and background information.
  • To act as the main point of contact with FIU, by attending queries in relation to STR files or any other FIU enquiries
  • To attend internal and external training on AML/CFT areas
  • To undertake regular research to remain fully up to date with AML/CFT legislation, and new AML/CFT measures/ strategies
  • To receive and provide feedback on Internal STRS with reference to available business information
  • To evaluate and to make a determination on whether an internal STR has merit and should be reported to FIU;
  • To file internal disclosures not reported to FIU for future analysis in case a further internal disclosure is made about same client;
  • To maintaining an internal register of both internal and externalised STRs and to be guided by the MLRO Charter.
  • To document the outcome of the MLRO function evaluation and determination process in respect of STR;
  • To report to the ARC on summarised statistics on STR trends, and views on AML/CFT framework and Training effectiveness

 

JOB REQUIREMENTS:

  • Minimum bachelor’s degree in Law, Banking, Finance, Accounting or relevant qualification.
  • At least 2 years’ of experience in the field of AML/compliance or work experience in banking/ financial sector.
  • Knowledgeable on legal requirements regarding AML and STR reporting.
  • Proficient in Microsoft office applications and other IT analytical tools.
  • Experience in risk management would be considered as an advantage
