Job Description

Our client is seeking to recruit a Human Resources Officer who will report to the Finance & Administrative Manager / Chief Executive Officer (as applicable). The Human Resources Officer will responsible for supporting the organization in all aspects of human resource management, ensuring compliance with employment laws and company policies, fostering employee engagement, and implementing HR initiatives that contribute to the achievement of the Company's strategic objectives.

Responsibilities:

Recruitment & Onboarding:
  • Coordinate the full recruitment process, including job advertisements, screening, interviews, reference checks, and onboarding.
  • Manage recruitment of foreign employees, including coordination of work permits, residence permits, and relocation requirements.
  • Coordinate the employment process for Madagascar employees, including the implementation and administration of employment contracts in compliance with local legislation.
  • Prepare employment offers and employment contracts.

Employment Documentation & Compliance:
  • Draft, review, and maintain employment contracts, contract amendments, and HR correspondence.
  • Draft and administer training bond agreements.
  • Ensure employee records are accurate, complete, and confidential.
  • Maintain compliance with labour legislation and company policies.

HR Policies & Procedures:
  • Develop, review, and update HR policies, procedures, and employee handbooks.
  • Ensure consistent implementation of HR policies across the organization.
  • Communicate policy updates and provide guidance to employees and managers.

Performance Management & Employee Development:
  • Coordinate the annual performance appraisal process.
  • Develop and monitor employee development programmes.
  • Coordinate internal and external training programmes.
  • Identify training needs and maintain training records.
  • Monitor the effectiveness of training initiatives.

Attendance & Leave Administration:
  • Monitor employee attendance and punctuality.
  • Administer annual leave, sick leave, maternity leave, and other statutory leave.
  • Maintain accurate leave balances and attendance records.
  • Prepare HR reports relating to attendance and leave.

Employee Relations:
  • Handle employee grievances in a fair and confidential manner.
  • Prepare warning letters, disciplinary notices, suspension letters, and dismissal documentation.
  • Support disciplinary hearings and ensure compliance with company procedures.
  • Promote positive employee relations and workplace culture.

Staff Welfare & Employee Engagement:
  • Organize staff welfare initiatives and employee engagement activities.
  • Coordinate company events, celebrations, and employee recognition programmes.
  • Conduct employee satisfaction and engagement surveys.
  • Conduct employee commute surveys and analyse results.
  • Recommend initiatives to improve employee wellbeing and retention.

ESG & HR Initiatives:
  • Coordinate HR-related Environmental, Social and Governance (ESG) initiatives.
  • Monitor and implement the Company's ESG action plan relating to employees.
  • Support diversity, inclusion, employee wellbeing, and sustainability initiatives.

Administration & Office Support:
  • Manage procurement and distribution of staff supplies, including stationery, drinking water, and other employee consumables.
  • Maintain HR files and documentation.

Reporting & Management Support:
  • Prepare monthly HR reports and workforce statistics.
  • Monitor HR KPIs including recruitment, absenteeism, turnover, training, and employee engagement.
  • Assist management with workforce planning and organizational development.
  • Support audits relating to HR documentation and compliance.
  • Perform other HR and administrative duties assigned by Management.

Profile:
  • Bachelor's Degree in Human Resource Management, Business Administration, Management, or a related field.
  • Professional HR qualification is an advantage.
  • Minimum of 3 years' experience in Human Resources.
  • Experience in recruitment, employee relations, labour law, and HR administration.
  • Experience managing expatriate or foreign employee recruitment is an advantage.
