The MCMD is an online job matching tool which is designed to match labour supply with demand of foreign employers.

The main functions of the MCMD are to register Mauritians who are interested in temporary employment abroad and to enable employers to make an online selection of candidates who best suit their desired profile.

The MCMD is in fact a permanent database which offers a pool of potential Mauritian employees with a variety of qualifications, skills, experience and interests. This tool expedites the selection process, therefore making recruitment in Mauritius more competitive and cost effective

Policy in Mauritius

Circular Labour Migration is one of the successful strategies adopted by the Government of Mauritius (GoM) in its economic re-structuring policy in order to diversify the economy and react to multiple shocks (reduced sugar prices, higher oil prices, etc.) that have impacted on the Mauritian economic model.

The Circular Labour Migration programme aims primarily at empowering low and semi skilled Mauritian workers. The policy of GoM in encouraging circular migration is twofold; providing for temporary well trained labour on the international market and enabling the Mauritian workforce to benefit from professional experience in a new work environment so as to build new capacities in Mauritius on their return.

In this context, the International Organisation for Migration (IOM), the leading inter-governmental organization in the field of migration is providing its full support to GoM in developing Circular Labour Migration projects and tools such as the MCMD which makes recruitment in Mauritius more competitive and cost effective.

IOM

Established in 1951, IOM provides services and advice to governmental and private partners in promoting humane and orderly migration for the benefit of all.
IOM works in the four broad areas of migration management:

  • Migration and development
  • Facilitating migration
  • Regulating migration
  • Forced migration.

Migration is considered one of the defining global issues of the early twenty-first century. There are now about 192 million people living outside their place of birth, which is about three per cent of the world's population.

Mobility is an essential feature of today’s world. Integrated world markets, the emergence of transnational networks and the rapid growth of communication technologies all contribute to the increasing movement of both high and low-skilled workers, students, trainees, families and tourists. The demographic and social structure in the industrialized world has created the need for workers and professionals from other countries.

Labour Migration has moved to the top of the policy agenda of many countries of origin and destination. It is estimated that there are about 80 million migrant workers around the world. Governments and migrants are increasingly turning to IOM for expert support and facilitation of regulated labour migration and direct assistance to the migrants.

IOM carries out programmes to assist governments and migrants with recruitment, language training, pre-departure cultural orientation, pre-consular support services, arrival reception, and integration. These services, tailored to each programme, are provided seamlessly during all stages of the process from information and application, interview and approval, to post-approval and arrival. After arrival in the host country, integration support can help ease the difficulty of adjustment to a new culture, while ensuring social harmony between new and old members of the community

Projects in Mauritius
During the past two years, IOM and GoM have operated five labour migration projects with reputed Canadian food processing and cleaning companies, which have recruited over 250 candidates. Selected candidates have been given training in English,IT and Financial literacy and have attended with their families two cultural orientation sessions where they have been fully briefed on the new challenges awaiting them.

To further enhance recruitment, IOM and GoM have developed the MCMD in order to make recruitment of labour in Mauritius more competitive.

How the MCMD works

Once candidates are registered in the MCMD, their Résumé will be shared with employers during the selection process.

Foreign employers whose labour recruitment project has been endorsed by GoM will be able to carry out an online selection. They will have the possibility of short listing candidates according to their desired profile, holding interviews, making the final selection, following up on the status of visa applications and pre departure training/orientation.

IOM in collaboration with the National Empowerment Foundation (NEF – http://nef.mu), the governmental partner, will provide all assistance throughout the selection process and any additional information required at all stages of the process.

Migration Resource Centre - MRC

Another initiative of IOM which complements the MCMD is the MRC. The MRC offers advice and information to the public on all matters related to immigration such as studying, working and living abroad, rights of migrants, etc.

The MRC is also a forum where employers can display printed material such as résumé, policies, profile of desired employees, work environment, work ethics, etc. Employers are therefore invited to send us documentation they wish to be made available to potential employees.

Candidates should be 21 years old to register in the MCMD

The Database for Mauritians Seeking Employment Abroad, known as the MCMD has been designed to register Mauritians who are interested in employment opportunities abroad. Once your registration is validated, your data will enter the database and will be shared with potential foreign employers, when required. In addition, before engaging in any Labour Migration project, the approval of the Government of Mauritius has to be obtained.

Foreign employers interested in recruiting Mauritians should make a formal request to GoM through IOM and submit information/documents such as:

  • Company profile & Business Registration number
  • Letter of Intent
  • Profile of candidates/Selection criteria
  • Contract of employment.

In most cases a Labour Migration Agreement is entered into between all parties involved in the implementation of the Labour Migration Project (LMP) so that roles, responsibilities and budget allocation are clearly defined (for example a trilateral agreement between GoM, IOM and Employer). IOM will monitor closely the procedure and guide employers throughout the process.

Once the LMP is formalized, IOM will register the employer and create an employer page in the database and send the latter a username and password which can then be used to carry out the online selection process. When the employer logs in for the first time, he/she will have to agree to the Terms and Conditions applicable for carrying out the selection process through the database

Employers will be able to short list candidates according to their desired profile, carryout interviews, make a final selection, follow up on the status of visa applications and pre departure training/orientation.

IOM will provide all assistance and guidance throughout the selection process and any additional information required at all stages.
