» How does an unemployed register for a placement with training under EPIP?
STEPS :
- Unemployed calls on hotline 403-0280, from 8.00 a.m to 8.00 p.m, 7 days a week.
- 1.Unemployed gives national ID No. and personal details (age, qualifications, telephone number etc).
- Unemployed selects 3 jobs/job categories in which he/she seeks placement with training
- Unemployed waits for an employer to contact him/her for a placement with training opportunity.
- Unemployed can call back on the hotline to update or change any information given previously
- Once an unemployed is selected for a placement, he or she must undertake to complete both the training and placement for the period specified by the employer. Once the placement with training is completed, he/she will be entitled to a certificate recognized by MQA and may be offered an employment by the employer where the placement has taken place.
» What is the Process under EPIP to be followed by employers seeking to take advantage of the Placement for Training Programme?
STEPS :
- Employer submits application for registration on website of My Web Ltd (www.myjob.mu) (click on EPIP on the home page)
- The employer reads the terms and conditions to be registered as an employer, registers and submits his registration online. He gets access IMMEDIATELY to the EPIP System. (A mail is also sent to him to notify him that his registration is complete. NEF receives a mail notifying that employer has registered).
- The employer logs into the system and reads instructions on the process to follow to select trainees and benefit from refund under the Placement for Training Programme.
- Employer creates a new ‘Training Plan’ online itself and saves it. The ‘Training Plan’ is classified as ‘New Training Plan’.
- When it is completed, the employer sends the training plan to NEF (online), (system sends mail to NEF). The training plan is classified as ‘Training Plan waiting Approval’.
- NEF can review the training plan, add comments to the plan and send it back to the employer (Step 7) or accept the plan (Step 8).
- In case the training plan needs modification, the NEF will add comments to the training plan and the employer is notified by mail. In the light of NEF’s comments, the employer can edit his plan in the ‘Training reviewed’ section. Once editing is done, the employer re-sends the Training plan which goes back to the ‘Training Plan waiting Approval’ section.
- If a training plan is accepted, and on the basis of the information contained in the training plan, the NEF selects for the employer a specific job, duration in months of the training placement and monthly stipend per trainee. This will enable the employer to get access to the database to search applicants for the specific job mentioned in its training plan. The employer is notified by mail and his/her training plan is in the ‘Training Plan Approved’ Section.
- For each accepted training, a single empty basket is created and the employer, using the search engine, selects his trainees and adds them to the basket.
(Note that the search engine allows employer to search only those trainees who have applied for the job specified by the Employer in the latter’s training plan and which is then selected on that basis by NEF as specified at 8 above).
- The employer contacts the potential trainees and makes his selection. He then finalizes his basket and his training plan is now under ‘Ongoing training’ section. A mail is sent to NEF. Once finalized, the employer has no longer access to the search engine to look for new trainees, unless he sends another training plan and the plan gets approved by NEF.
- NEF sends letter to employer setting out the procedure for reimbursement, together with the contract to be signed by employer.
- Employer returns 2 copies of signed contract to NEF
- NEF returns 1 copy of signed contract to the employer.
- Once the contract is signed, the employer after filling and sending on-line his first claim for refund of stipend, (on the form entitled Monthly Stipend Claim)should print the claim and forward the hard copy together with the attendance certificate, the Pay Sheet signed by each trainee, and also the copies of certificate corresponding to the level of academic qualification of the trainee on which the stipends is based.
- At the end of each month, the employer fills on-line a monthly Stipend Claim Form. System notifies by mail, and NEF validates it. System sends mail to Employer. Once validated, the employer prints and forwards it to the NEF, together with the attendance sheet and the paysheet signed by each trainee.
- At the end of the placement, the employer submits the Final Claim Form for refund online. The employer needs to specify for each trainee whether he/she has has completed the training, has dropped out, or has been employed. After filling online, and NEF has validated it, the employer forwards the form together with copies of contract of employment signed by trainees who have been employed to signify their acceptance of employment. When this step is over, the training plan is not editable.

Employer can send claim for refund of Training costs only after the trainees have completed the first month of training. The balance of training costs should be claimed on a monthly basis over the duration of training and placement. A separate Training Claim Form has to be filled and sent online, and once validated by NEF, the employer forwards to NEF the hard copy, together with supporting documents (receipt from training institution, or other evidence of training costs incurred.)
- The final claim for refund of stipend for the last month of placement should be submitted not later than two months after the end of the training and placement.
Note : NEF will process a claim for refund once it receives it online, but will only effect refund after receipt of the hard copy which it has validated, together with all supporting documents as appropriate for each type of claim
» What are the parameters set for employers to benefit from the Placement for Training Programme?
- The trainees to be recruited by the employer under this Programme should be unemployed and not presently employed by any employer. The employer must also ensure that the trainee has not previously followed any training and placement under the Placement for Training Programme
- The training programme for the formal training component should be MQA approved. MQA has set up a fast track for approval of training programmes under EP (2 days). Employers should specify Empowerment Programme in their application.
- The placement should be for a minimum period of 3 months and a maximum period of 1 year.
- The ceiling (i.e the maximum yearly amount) to be reimbursed by the Empowerment Programme for both placement and training is as follows:

- The minimum monthly stipend to be paid by an employer is indicated in the table below. Empowerment Programme will share the costs of the stipend up to a maximum of 50% of the monthly amount paid by the employer providing the placement.
- For retrenched and women above 40 years old, the refund will be up to 75 % of the stipend subject to a maximum training cost of Rs. 12 000. The total contribution for training and stipend will be limited to a maximum of Rs. 30 000.

- The contribution of Empowerment Programme for training costs will be 60% of the approved training costs up to a maximum of 50% of relevant ceiling at paragraph 3 above. The balance of the contribution, subject to the limits specified at paragraph 4 above, will go towards refund of the stipend and will be spread over the placement period.

- The employer must ensure that 75% of those who complete the placement are offered employment. This Key Performance Indicator (KPI) must be met for employers to continue to benefit from the Placement for Training Programme. To assist employers in motivating the unemployed who join the placement programme to complete it, EP will provide, at its own cost a Life Skill training and mentoring, wherever such a need is felt.
- For employers who are not able to meet the 75 % KPI of recruiting the trainees after their placement for training has been completed, for the last month of the placement, the refund of the stipend to employers will be calculated in relation to the KPI achieved (the number of unemployed persons who have been employed by the employer.
The calculation for the refund of stipend will be based on the following formula:
(Employed persons X 100)/75 = no. of trainees for whom refund of stipend will be effected
Say: Employer employs 20 persons out of 50 trainees who have completed the training.
Number of trainees to be refunded = 20 x 100/75 = 26

- Connect to on-line EPIP system: www.myjob.mu/ep (Employer)
- Click on ‘REGISTER HERE’
- Fill in the form and submit on line to NEF
- Create Training Plan (View Sample Training Plan on line. For advice on how to develop a Training Plan, please contact staff of NEF - Placement for Training Programme , on tel. no. 4055100 or e-mail: placement@nef.mu)
- Click on ‘Save the Plan’
- Click on ‘Send to NEF’. You will be notified by e-mail.
- Once you receive the e-mail, go online and you will see the info ‘Training Plan reviewed and accepted’.
- Click on ‘View basket’.
- Click on ‘Add persons to basket’; then search employee by personal info, contact details, qualifications, job preference, etc.
- Click on ‘View results’ & Save selected persons to ‘basket’
- Click on ‘Go back to basket’ (Top left hand corner).
a.Click on the ‘name/s’ of the selected person/s to view the full profile of the person/s.
b.Click ‘Save’, & call the selected person/s for a selection interview.
- Finalise your placement by selecting ‘Got the placement’ & ‘Save’
a.Click on ‘Finalise Basket’; click on ‘Yes’ OR ‘No’
- View & Save for future use, Claims for Refund of Stipend (Monthly & Final), and Refund of Training Costs Forms.
